Executive Director
Barbara Rohde is the Executive Director of The Mileage Based User Fee Alliance (MBUFA) in Washington, D.C. that was created as an educational organization to further information on mileage-based user fee projects in the United States and worldwide. Currently, members include State DOTS, local units of government, various consulting, tolling, and telematics firms, and research-based organizations. MBUFA has been a leading voice in the United States and worldwide to support the work of governments in making the transformation from gas tax based revenue sources to fund transportation to user based funding sources. The organization has been a leading voice in helping shape and support the $125 million in the IIJA Act to fund both a national pilot in the United States and continue state pilots and local pilots. In addition to her work with the MBUF Alliance, she holds an appointment as a Research Fellow at the Humphrey School at the University of Minnesota on transportation policy. Prior to serving as Executive Director of the Mileage Based User Fee Alliance, Ms. Rohde served as Chief of Staff for six years on Capitol Hill in the office of Cong. Byron Dorgan. She also served in various capaicities for six years in the Governors Office for Governor Rudy Perpich of the State of Minnesota.
